All Things Congressional is the blog of the Robert C. Byrd Center for Legislative Studies at Shepherd University, Shepherdstown, WV. It is our intention to comment broadly on the legislative branch of government, the U. S. Constitution, and issues related to the public and media perceptions of Congress, which may or may not jive with our understanding of this vital institution in our representative democracy. We will also tell stories about documents, photographs, and artifacts in our archival holdings, which will feature the collection of the late Senator Robert C.
