Congressional Research Fellowship Program

Apply Your Passion for Congress to Real-World Public Policy Work: 

The Robert C. Byrd Center for Congressional History and Education is pleased to announce a new Congressional Research Fellowship Program for one outstanding student with a strong interest in the legislative process, public policy, and American political institutions. This competitive, semester-long fellowship is designed to provide one fellow with a unique, immersive experience studying Congress as a living and evolving part of American democracy.
The fellow will work closely with Byrd Center staff and gain hands-on experience in legislative research, public communication, and educational programming. Drawing on the Center’s rich archival resources, as well as those at the Library of Congress and other national institutions, the fellow will develop advanced research and writing skills relevant to careers in government, policy, academia, and public service.

Fellowship Responsibilities: The Byrd Center Fellow will:
  • Conduct in-depth public policy research on topics related to congressional history, governance, and legislative procedure
  • Learn and practice key elements of congressional work, including how to:
    • Draft legislative memos
    • Write Dear Colleague letters
    • Create press releases and op-eds
    • Analyze and summarize legislation
    • Understand the committee process and the role of legislative leaders
  • Use the Byrd Center archives and additional research tools (such as the Library of Congress) to complete original research assignments
  • Assist with the development of public programming and educational content related to the legislative process
  • Support outreach and digital media initiatives to connect research with civic education
  • Observe and contribute to congressional simulations, presentations, or other public programs hosted by the Byrd Center

Format:
This is an unpaid fellowship intended to provide professional and academic development in the field of congressional studies. Students are encouraged to seek academic credit through their home institutions if available.

Applicant Qualifications: This opportunity is open to undergraduate or graduate students from a variety of academic disciplines, particularly those studying:
  • Political Science and Government
  • Public Policy and Legal Studies
  • International Relations and Economics 
  • Communications and Political Management
Required Qualifications:
  • Enrolled undergraduate or graduate student
  • Demonstrated interest in Congress, public policy, or civic education
  • Strong research, writing, and communication skills
  • Basic understanding of the U.S. federal government and legislative process
