Scope and Content: Scot Faulkner was the first Chief Administrative Officer (CAO) of the U.S. House of Representatives, a non-partisan, non-legislative office that provides support services and business solutions to the community of 10,000 House Members, Officers, and staff. As a Member of the 104th Congress, he designed and led significant management reforms to reduce the operating cost of the U.S. House and increase its efficiency.
