Scope and Content: The Robert C. Byrd Congressional Papers Collection covers the life and public career of U.S. Senator Robert C. Byrd (1917-2010) who represented West Virginia in the U.S. House of Representatives from 1952-1958 and in the U.S. Senate from 1959-2010. The nation's longest-serving senator, Robert Byrd served as Senate Majority Whip (1971-1977), Majority Leader (1977-1981, 1987-1989), and President Pro Tempore (1989-1995, 2001-2003, 2007-2010). His long service and leadership of the Senate Committee on Appropriations allowed Senator Byrd to obtain billions of federal dollars to support West Virginia's infrastructure, economy, and educational institutions. As Majority Leader, Senator Byrd was a key player in the 1977 Panama Canal Treaty and in U.S. - Soviet Union relations throughout the 1980s. Learn more > |

Scope and Content: The Harley O. Staggers, Sr. Congressional Papers contains personal and official records of U.S. Congressman Harley O. Staggers, Sr. (1907-1991) who represented West Virginia's 2nd District in the U.S. House of Representatives from 1949-1981. Congressman Staggers, Sr. chaired the House Committee on Interstate and Foreign Commerce (today Commerce and Energy) for 15 years (1966-1981), securing passage of several important energy, transportation, and consumer safety bills, including the landmark Staggers Rail Act of 1980. The bulk of the collection ranges in date from 1980 to 1993, with some files dating back to the mid-1970s. Harley O. Staggers, Jr. served one term in the West Virginia State Senate from 1980-1982 and represented West Virginia’s second congressional district in the U.S. House of Representatives from 1983 until 1993. As a Member of the 104th Congress, he designed and led significant management reforms to reduce the operating cost of the U.S. House and increase its efficiency. The collection consists primarily of his office files that document these reforms and materials used to write his book Naked Emperor: The Failure of the Republic Revolution. |

Scope and Content: The Friends of Robert C. Byrd Political Action Committee (PAC) was involved primarily in raising funds for Senator Byrd for his campaigns. The PAC was originally founded to support Senator Byrd’s Presidential Primary Campaign in 1976. This involved the planning of many events and adherence to the FEC's financial guidelines. The PAC was also involved with setting up various groups and foundations to support the Senator's vision and evolving mission.
