The Scot Faulkner Papers Collection contains the documentary, photographic, and ephemeral records documenting the career of Scot Faulkner. A significant portion of the collection focuses on Faulkner's term as the Chief Administrative Officer (CAO) of the United States House of Representatives (1995-1996). The collection also contains records from Faulkner's work as a campaign manager and his extensive political ephemera collection.

Biographical Information:
The Faulkner Collection consists of five series: Correspondence, Committee on House Oversight, Office Files, Personal, and
Audio/Visual (AV) materials. The collection presents strong research opportunities for the details of Mr. Faulkner’s reforms and
general correspondence to and from Mr. Faulkner in his capacity as CAO.

The Correspondence series (1994-1996) contains letters and memorandum to and from Mr. Faulkner on a variety of topics not
included in the other series.

The Committee on House Oversight series (1993-1995) contains biographies of the representatives on the committee, press clippings
from the Roll Call newspaper, and reports from the committee to the CAO that contain suggestions for administrative reform.

The Office Files series (1991-1998) consists of administrative documents detailing specific projects, financial records, human
resources, events, and reorganization plans.

The Personal series (1993-1999) mainly documents the research and drafts of Mr. Faulkner’s book The Naked Emperor, but also
includes biographies and speeches of the former CAO.

The Audio/Visual series (1995-2009) contains press clippings, photographs, memorabilia, and videos documenting various people
Mr. Faulkner worked with, award ceremonies, and souvenirs the former CAO received.
Scot Faulkner served as the first Chief Administrative Officer (CAO) of the U.S. House of Representatives during the 104th Congress. Prior to his term as a House Officer, Faulkner served as National Director of Personnel for the 1980 Ronald Reagan Campaign. During the Reagan Administration, Faulkner served in a number of executive positions and worked closely with the Federal Aviation Administration, General Services Administration, and the Peace Corps. 

In 1995, the 104th Congress elected Faulkner to serve as its first CAO, a non-partisan, non-legislative office that provides support services and business solutions to the community of 10,000 House Members, Officers, and staff. CAO professional, technical, and administrative
staff provide finance, information technology, cyber security, procurement, logistics, and human resource services. As a Member of the 104th Congress, he designed and led significant management reforms in that institution. His business-based reforms reduced operational costs, saving over $148 million. Harvard University and the Ford Foundation have named them one of the Top 100 Innovations in American Government.

Following the conclusion of his term as CAO in 1996, Mr. Faulkner went on to author of the book Naked Emperor: The Failure of the Republican Revolution (2007). His articles on leadership, government reform, and global competitiveness have appeared in the New York Times, The Washington Times, and numerous business publications.
